New 30-storey Bihar Bhavan Mumbai to Offer Accommodation, Medical Support and Administrative Facilities for Patients, Residents and Government Functions.
Mumbai, India: The Bihar Cabinet has approved the construction of a ₹314.20 crore Bihar Bhavan Mumbai, a modern 30-storey facility in the Mumbai Port Trust area. The initiative aims to provide affordable accommodation and support services to Bihar residents, especially patients undergoing treatment in the city, while also serving as a permanent administrative and business hub for the Bihar government in India’s financial capital.
The Bihar Bhavan Mumbai project, to be built on approximately 2,752.77 square metres (around 0.68 acres) in the Elephinstone Estate area, will rise to a height of 69 metres with 30 floors above ground. The Bihar Cabinet granted administrative approval for the scheme at a cost of ₹314.20 crore, marking a significant step towards addressing longstanding challenges faced by people from Bihar visiting Mumbai for medical treatment, work or other essential purposes.
Plans for the Bihar Bhavan Mumbai indicate a fully modern building equipped with advanced facilities, including 178 rooms, a 240-bed dormitory and parking space capable of accommodating 233 vehicles. The structure will also house a 72-seat conference hall, a cafeteria, medical rooms and office spaces for government operations.
Officials say the building is designed not only as a guest house but as a support centre for patients and families, particularly those dealing with serious illnesses such as cancer. In a city where accommodation costs can be prohibitively high, this facility is expected to provide much-needed relief and convenience.
For many patients from Bihar, accessing consistent and affordable accommodation while receiving treatment in Mumbai’s hospitals has been a challenge. The new Bihar Bhavan Mumbai aims to alleviate such hardships by providing safe, affordable lodging and dedicated support spaces.
“The Bihar Bhavan Mumbai will act as more than just a guest house,” said an official involved in the project briefing. “It will be a support hub for patients, their families and all those who come to Mumbai for medical and other essential needs.”
The building’s design includes three basement levels — B-3, B-2 and B-1 — all integrated into a modern architectural plan to ensure safety, comfort and convenience for occupants. Security provisions and modern infrastructure will be aligned with national standards.
One of the key features of the Bihar Bhavan Mumbai is its smart parking system. The facility will include a sensor-based smart triple and double-decker parking arrangement that can park up to 233 vehicles efficiently within the structure. This system is expected to reduce parking congestion and improve overall accessibility for visitors.
The Bhavan will also accommodate government office spaces, giving the Bihar government a permanent base for administrative functions in Mumbai. Officials believe this will strengthen the state’s outreach, improve coordination and foster better engagement with business communities in the city.
A Home Away From Home
Mumbai’s reputation as a centre for quality healthcare draws thousands of patients from across India every year. Bihar, in particular, has witnessed a large number of its residents travelling to Mumbai for specialised treatments. Yet, the high cost of staying in the city has often added to the emotional and financial strain on patients and families.
Recognising this need, the Bihar government’s plan for the Bihar Bhavan Mumbai places particular emphasis on catering to those visiting for medical reasons. A large dormitory with 240 beds will provide comfortable shared accommodation, easing the burden on families who might otherwise struggle to find suitable housing during prolonged treatment periods.
The facility’s medical room will be equipped to offer basic health support, enabling occupants to access immediate assistance if required. A cafeteria will serve nutritious meals, and the conference hall will be used for official meetings, patient support group sessions, and community gatherings.
Local authorities say that beyond its immediate humanitarian purpose, the Bihar Bhavan Mumbai will strengthen ties between Bihar and Maharashtra’s commercial ecosystem. By hosting business meetings, investment forums and government events, the Bhavan is expected to become a focal point for promoting trade, investment and cultural exchange.
Administrative and Commercial Role
Officials involved in the project highlighted the importance of establishing a permanent presence in Mumbai, which they describe as India’s economic powerhouse. The Bihar Bhavan Mumbai is being positioned not only as a support centre for travellers and patients but also as a credible platform for investment dialogues and industry promotion.
“Having a fixed, fully equipped facility in Mumbai will help Bihar showcase its investment potential and engage with stakeholders more effectively,” a senior government spokesperson said. “This can have long-term benefits for industry, commerce and employment.”
By providing office spaces and a conference hall, the Bhavan will support government functions, business conferences, investor meets and related events. State officials believe that this presence will enhance Bihar’s visibility in national economic activities and attract greater participation from corporate partners and investors.
The Bhavan’s multifunctional design aims to balance humanitarian support with administrative utility. It reflects the state government’s intention to create infrastructure that supports citizens’ immediate needs while promoting Bihar’s development goals.
Background and Public Response
Calls for a permanent Bihar Bhavan in Mumbai have been growing over the years, as more residents sought longer stays in the city for treatment or work. Most existing facilities were perceived to be inadequate or expensive, leaving many families in difficult situations.
The decision to construct a purpose-built centre in a prime location was taken after consultations with health activists, patient groups and diaspora organisations. Many welcomed the move, saying it would bring dignity and support to those seeking care far from home.
Critics, however, have raised questions about the cost and timeline of the project, emphasising the need for transparent planning and execution. State officials have assured that all procurement and construction processes will follow rigorous standards to ensure value for public funds.
Looking Ahead
The Bihar Bhavan Mumbai project is now set to move into further planning and execution stages, with timelines for completion expected to be announced soon. As the first major facility of its kind for the state in Mumbai, it represents a milestone in public infrastructure aimed at welfare and development.
Officials say that once completed, the building will stand as a symbol of the Bihar government’s commitment to its people, particularly those who travel far from home for health and livelihood opportunities. It is anticipated to become a hub where compassion meets efficiency, blending social support with administrative purpose.
