Bihar to Launch Working Women Hostels in Key Cities Under State Safety Scheme
The Bihar government is set to begin operations of working women hostels in select districts, aiming to provide safe and affordable accommodation to women employed in government and non-government services. The initiative will be rolled out in Patna, Gaya, Muzaffarpur, Darbhanga, and Bhagalpur, according to officials from the state’s social welfare administration.
The hostels are being developed under the Chief Minister’s women safety framework and will cater primarily to women who have migrated from other districts or states for work and currently live alone. The focus is on creating a secure and dignified living environment close to workplaces, especially in urban centres with rising female workforce participation.
Eligibility and Income Criteria
To be eligible for accommodation, a woman’s monthly income must not exceed ₹75,000. Each hostel will have a capacity of 50 beds, ensuring limited occupancy and closer administrative supervision.
The scheme is targeted at women working in regular employment—government, semi-government, or private—who require safe housing during their period of service in the district.
Rent-Free Stay, Fixed Food Charges
One of the key features of the working women hostel scheme is that residents will not be required to pay any rent. Only food expenses will be charged, fixed at ₹3,000 per month.
Each hostel will provide essential facilities, including:

Free Wi-Fi connectivity
Officials said the model follows the “Apna Ghar” concept, where safety, affordability, and comfort are prioritised together.
Management and Operations
The hostels will be operated by the Bihar Women Development Corporation, which will oversee daily management and ensure adherence to safety and service standards.
Administrative preparations are complete. Hostel superintendents, assistant superintendents, cooks, and support staff have already been appointed. Operations are expected to begin next month once final logistical arrangements are in place.
Application and Selection Process
Applications will be invited through the official portal of the corporation after the hostels become fully operational. Allotment will be done on a first-come, first-served basis, followed by a counselling process.

Officials said this documentation process is designed to ensure transparency and appropriate use of facilities.
Significance for Urban Working Women
The launch of working women hostels in cities like Darbhanga and Muzaffarpur is expected to support women entering the workforce from smaller towns and rural areas of Mithila and neighbouring regions. Rising rents and safety concerns have often limited employment choices for women posted outside their home districts.
By addressing accommodation as a structural issue, the scheme is seen as a practical step toward improving women’s participation in public and private sector employment.
